That certain standard code known as the 1997 Uniform Building Code, 1997 edition, is hereby incorporated herein by reference and made a part of this article, save and except such portions as are hereinafter deleted by this article. There shall be not less than two (2) copies of the standard code incorporated by reference in this article kept on file in the office of the City Clerk and kept available for inspection by the public at all reasonable business hours. The filed copy of 1997 Uniform Building Code shall be marked “Official Copy as Incorporated by the Code of the City of Mound City.” All sections or portions of the filed copies of the standard code shall be clearly marked to show deletions from the standard code.

In cases where it is desired to use materials other than provided for this code in the construction of buildings or structures or parts thereof, or where it is desired to use a method of construction or arrangement of materials other than as provided for in this code, the building inspector may refer the matter to the governing body for review and recommendation, whose findings shall be final and binding.

The governing body of the City shall designate the building inspector, or his agent, who shall be responsible for the enforcement of the provisions of this article.

That no person or corporation shall erect or cause to be erected within this city any structure of any kind, nor enlarge or add to the outside dimensions thereof, nor relocate any building or structure already erected or which my hereafter be erected, without a building permit being first obtained therefor from the City Clerk.  The application for such a permit shall be made and the permit obtained before work is commenced upon the foundation for any such building or structure, or before the removal of any building begins, and such application shall state the exact site to be occupied, the number of flues to be constructed within the same, and the probable time in which the work will be completed.

That the fees for building permits shall be twenty-five dollars ($25.00).  The fees prescribed in this section shall be paid upon obtaining a permit to the City Clerk, who shall pay them over to the City Treasurer for the credit of the general fund of the city.

That a person who shall violate any of the provisions of this article shall be deemed guilty of a misdemeanor and on conviction thereof shall be punished by a fine of not less than ten dollars ($10.00) and not more than two hundred dollars ($200.00); and the maintenance of any structure contrary to the provisions of this article for a period of more than ten (10) days shall be deemed to be a separate offense for each and every calendar month or thereof during which it is so maintained.
